In order to submit an ICS2 declaration, hauliers and carriers must obtain access to expensive software, build their own software or enlist the support of a reliable and competent intermediary agent, such as Kinnes Shipping.
EU Customs and Governments may have a free solution and carriers are encouraged to ask their local government if support is available.
