Specifically you must be registered for vat in the country the goods land in for EU imports. There are some exceptions for EU export whereby you can typically use any EU EORI providing you are registered and established in the EU (have a physical presence).
Some financial consultancy services will suggest obtaining an EU EORI through fiscal representation however EU customs agents will not provide service using a fiscal rep. eori unless you have a physical presence in the EU.
