An easy tell that your goods fall under sanitary and phytosanitary regulations on entry into the UK is to check your commodity code on the HMRC Tariff Tool

From here you’ll see under “import controls” if your item requires a phytosanitary certificated (plant) or Export Health Certificate (EHC). If it does, you need a CHED.

It depends on the type of item you are importing. For the most part, a physical inspection is usually visual. It can include local or lab tests.

You will be charged by the port health authority for this.

There was a time where the UK Government leaned on a “maximum charge of £29 per commodity” as the charge for importing goods that require an inspection however, this is not completely true.

DEFRA will charge £29 for each medium risk commodity. And then port health will charge £200-£300 for a document check which occurs on every medium risk import. And then upto £500 for a physical check which occurs on 30% of shipments.
